Australian seems to have no regard for the International Bill of Rights as it is.

Australians do not have human rights.
The benefit of state-based human rights protections is that Australia has a federal system of government and so there is a division of power and responsibility between the states and the Commonwealth government. This means that it is important to have separate mechanisms to protect human rights in relation to state government laws and programs. A useful example is the system of human rights protection in Canada, where the provinces have separate human rights charters and there is a federal charter.
